The city has the maximum possible ratings, plus 'perfect' coverage of schools, healthcare, entertainment and religious buildings. All schools, libraries and mortuaries are kept well-supplied with goods, and the finished city consumes no more of goods than it produces or imports.
Library coverage is less than perfect, being limited by availability of papyrus, but every house in the city has library access.
