The city has the maximum possible ratings, plus 'perfect' coverage of schools, healthcare, entertainment and religious buildings. All schools, libraries and mortuaries are kept well-supplied with goods.
One more library is needed for 'perfect' coverage, and there is space to build it in the northernmost housing block, but I wasn't certain I could keep it supplied long-term.
