Buhen, saved just before victory in 98 months on Very Hard difficulty.
The city has the maximum possible ratings across the board, with 'perfect' coverage of all culture buildings. All libraries, schools and mortuaries are (or soon will be) kept well-supplied with goods, and all roads are connected.
There are six fully-occupied forts, plus a couple of troop transports and warships (largely for decoration).
