This version of Menat Khufu showcases some housing block designs that are resistant to pavilion teleportation. No matter how the dancers and musicians try to misbehave, all the houses receive reliable entertainment coverage.

When I designed this city, I wanted to put the majority of the population on the eastern bank, on the same side as the kingdom road and dock. There are two housing blocks on the eastern bank and one windmill block on the west bank.
The northern housing block is the eastern bank is a basic form of the teleport-safe housing block, with a single pavilion.
The southern housing block in the eastern bank tries to put the extra space inside the block to use. There is a second pavilion to improve the culture rating, but just the bottom one is really necessary. I also managed to fit the festival square and I like that sometimes the service providers take a break in the festival square. Perhaps the gods also appreciated that.
The housing block in the west bank is a large windmill block because I wanted a single housing block that could reach both the warships close to the river and the work camps in the middle of the food plain. While this housing block doesn't use the same technique as the others, it is also teleport-safe by means of not having any pavilions. With a senet house plus bandstands we can evolve up to Stately Manor, although here in Menat Khufu we are limited to Fancy Residence due to a lack of luxury goods.
