This is an extremely well organized city in the "Classic" style.
This is the third time I played this mission. Best score was on the first try (30,697 in 222 months, KR = 65), best time was on the second try (23,445 in 162 months, KR = 78), but this was my best overall.
My gaming philosophy: While I am pleased with a "high score", this is not my ultimate goal. I start a mission trying to complete it in the shortest time possible. All other considerations are secondary to this goal, except that the city must be well organized and attractive when finished. I will sometimes spend hours at the beginning of a mission with the game paused, sketching out my city on graph paper, and trying to determine the "critical path" to the shortest completion time. At this time I will also check out what raw materials and industries are available, and what my possibilities for imports / exports are, to determine how I am going to finance the construction of the city. I love to micro-manage, and probably play over 90% of the game at 10% game speed.
There are several things that I do which are not necessary to meet the requirements of the game. First of all, all of the roads in my city will be connected (with roadblocks as necessary). This includes the Kingdom Road. Second, I try to incorporate the entertainment venues within my housing blocks. Because this disrupts the paths of "random walkers", I sometimes have to add an extra architect or fire marshal. I know the ways to avoid this; I just choose not to incorporate their use in my cities (i.e. use of the "teleporting entertainers"). You will see, however, in this city I finally ran out of room and had to add 3 extra bandstands southwest of the center housing block on the north side of the river to achieve the CR = 100. Another thing, the Festival Pavilion will be an integral part of my city layout.
I also spend a lot of funds (to the detriment of my score) on "beautification". For example, it this city you will see a wall with gatehouses and inoperative towers surrounding the entire city south of the river. In this mission, this serves absolutely no purpose. I just liked the looks of it, and had the funds to build it. Another example: There are two Sturdy Huts on the island (on the east side of the map) that are provided with a dentist and a mortuary. This is absolutely unnecessary, but I wanted 100% coverage for a "perfect" rating in Health.
If you are looking here for "tips" on completing this mission: There were no invasions (during the first 222 months at least). When I received the one-and-only request for troops, I sent three warships, they were victorious, and they all came back. If you are trying for a "quick completion", the construction of the two large obelisks is what is going to be the determining factor. The first structure that I built (other than roads and housing) was a storage yard so that I could start importing granite. However, I was in debt (or near zero funds) throughout the early going. It was very touch-and-go doing it this way. A safer path would be to get your wood, linen and papyrus exports going first. Your saving grace in this mission is the Temple to Bast and taxation. You keep Bast happy, and Bast will keep Path and Osiris happy. Evolve your housing as fast and as high as you can, (short of letting them evolve to manors, you'll need the workers). Once I started getting ble!
ssings from Bast, and "the people love you", I set my wages to plus 2 kingdom rate, my tax rate to 15%, and had no complaints. At the end of the game, I was collecting over 43,000 deben per year in taxes.
Mistakes that I made: Because I wasn't building an army, I wasn't making weapons. The request for 8 weapons in August 1700 caught me off guard and I missed the fulfilling the request. They asked again, I made it this time, and the only penalty was decreased trade in wood exports, which were irrelevant as this point in the game. Also, after I had the 200 blocks of granite necessary to start the second obelisk, I should have turned over the import of granite to the "advisor". I ended up with 99 blocks of granite that I did not need. If I were to play this mission again, my goal would be to combine the "perfect" scores of my last game and to meet or exceed the completion time of my second mission (162 months). But now it's on to Sauty.
